Reading ability is a fundamental skill for acquiring knowledge and science. The ability is not influenced by a single variable in the construction process. Therefore, this research aimed at developing and validating a measurement tool for assessing the students’ reading habits that can be used for assessing primary literacy. It focused on the reading habit due to the limitations of research results addressing this topic. Through critical analysis, nine domains were synthesized from the relevant literature. They are perceptions on reading, general reading practice, purposes of reading, reading-related activities, utilizing technology for reading, reading materials, reading motivation and attitude, family supports, and time investment. Those reading habit domains were developed into 62 items. Qualitatively, they were validated by expert judgment for the content validity exam. Then, they were administered to the respondents as part of the empirical validation process. Two items are invalid after the item analysis, leaving 60 items for the final reading habit measurement tool. The reliability testing was done by using a Cronbach’s alpha. The results of .94 were considered reliable. The examination results show that this reading habit questionnaire is valid and reliable for measuring the reading habits of students in high schools or universities.
